Tourism Secretary Ramon Jimenez said Delta Airways, Cathay Pacific and Emirates will be joining the local carriers currently operating at NAIA-3. Currently, NAIA-3 is home to Gokongwei-led budget carrier Cebu Pacific, as well as Philippine Airlines’ budget airline Air Philippines. "That will significantly reduce congestion at the terminals," Jimenez said. "Pag bukas na yung NAIA-3, makakalipat na yung ibang airlines so luluwag na yung NAIA-1." Jimenez said the government is sprucing up NAIA-3 faster than it is doing with NAIA-1 to facilitate the transfer. But he pointed out that both airports should be running at optimum capacity by next year. NAIA-3 was mothballed for six years because of legal woes, before it finally opened in 2008.
