Can Taiwan passport get visa for Tailand in the philippines?

Can Taiwan passport get visa for Tailand in the Philippines? I know I could get arrival visa in the airport in Tailand for 14 days. Can I get a visa extention on that?

you don't have to apply visa in Philippines. Just go to Thailand and apply for a visa on arrival in the airport.

the arrival visa only 15 days. I'm going to stay longer than that.
